Tasks of the Staff Council

The general duties of the Staff Council are set out in Section 59 of the Lower Saxony Staff Representation Act (NPersVG). These include

  1. to ensure that all employees of the department are treated in accordance with the law and fairness, in particular that there is no discrimination against persons because of their origin, religion, nationality, origin, sexual identity, political or trade union activity or attitude, because of their age, disability or, in accordance with number 5, because of their gender
  2. to ensure that the laws, ordinances, collective agreements, agreements pursuant to § 81, service agreements and administrative regulations applicable in favour of employees are implemented
  3. to work towards the implementation of measures that benefit the department and its employees
  4. To receive suggestions and complaints from employees and, if they appear justified, to work towards their resolution through negotiation with the department
  5. to ensure that measures to promote equal rights for women and men are implemented, in particular on the basis of plans to establish equal rights for women and men
  6. to promote the integration and professional development of young employees and trainees, severely disabled persons, non-permanent employees and other vulnerable employees
  7. to promote the integration and professional development of employees with a migration background and to promote understanding between employees of different backgrounds
  8. to work towards the election of representatives for severely disabled employees
  9. to work closely with the youth and trainee representatives to safeguard the interests of young employees and trainees; to this end, it may request proposals and opinions

Service agreements

Several service agreements have been concluded between the university management and the Staff Council:

  • Regulation of working hours for employees of Ostfalia University of Applied Sciences - Braunschweig/Wolfenbüttel University of Applied Sciences (DV Arbeitszeit) dated 15 March 2022
  • Agreement on the implementation of mobile working from 15/03/2022
  • Service agreement on workplace alternatives during the period of restrictions and/or health hazards in the office (service agreement on mobile working acute; as of 17 March 2020)
  • Service agreement on the further training of staff dated 18/02/2022
  • Updated service agreement on company integration management (14 July 2020) with updated Annex 7.7
  • Service agreement on addiction prevention and addiction support
  • Service agreement on the operation of video surveillance systems
  • Service agreement on the use of general IT applications and the use of the usage systems for the Ostfalia Card
  • Service agreement on trust-based working hours at the Braunschweig/Wolfenbüttel University of Applied Sciences (suspended)
  • Service agreement on the operation and use of a telecommunication system based on Voice-over-IP
  • Service agreement on electronic time recording
